Management Committee

SACLS is led by a Management Committee comprising its co-founders: Dylan Perera, Dr. Isabelle Lassee and Niran Anketell.

Niran Anketell

Niran Anketell (Legal Adviser)

Niran is an Attorney-at-Law who has litigated human rights, constitutional law, and civil cases in Sri Lankan courts for over seven years. He graduated with an honours degree in law from the University of Colombo, where has was awarded the Gold Medal for Most Outstanding Student, before taking oaths in 2008. Niran was thereafter awarded two full scholarships—the Fulbright Scholarship and the prestigious Hauser Global Scholarship—to pursue an LL.M in International Legal Studies at New York University.

Niran has also worked at the International Co-Prosecutor’s Office at the Extraordinary Chambers in the Courts of Cambodia (ECCC) as a Fellow of the Centre for Human Rights and Global Justice, New York. He has published widely on constitutional reform and Transitional Justice, and currently serves on the Sri Lankan Constitutional Assembly’s Panel of Experts and on the Expert Panel of the Task Force on Transitional Justice Consultations. Niran has taught undergraduate and postgraduate course on international law, criminal law, Transitional Justice and human rights at the University of Colombo.

Outside the law, Niran’s interests are in rugby and politics.

Dr Isabelle Lassée

Dr Isabelle Lassée (Head of Programmes)

Isabelle has worked in Sri Lanka for the past five years. Previously, she has interned at the prosecutor’s office at the Khmer Rouge tribunal in Phnom Penh, and has worked at several UN agencies and NGOs in France, Ghana, the Maldives. She has also taught international human rights law, international humanitarian law and international criminal law at various universities including Sciences Po, Paris.

Isabelle has a doctorate in international law with high honours from Université Paris II Panthéon-Assas. Her doctoral research focused on the role and contribution of UN mandated commissions of inquiry to peace building, human rights protection and Transitional Justice. She holds a Master’s degree in human rights and humanitarian law from Panthéon-Assas, an advanced research diploma in international law from the Institut des Hautes Etudes Internationales, and a certificate in criminology from the Institut de Criminologie de Paris.

Isabelle is an avid extreme sports enthusiast, but since arriving in Sri Lanka has given up sky-diving for kite-surfing.

Dylan Perera

Dylan Perera (Head of Administration)

Dylan has over fifteen years' experience working in senior management positions in the shipping and logistics industry, and later as a Director responsible for administration at Verite Research, Colombo. He holds a Master’s degree in Human Rights and Development from the University of Colombo. Dylan handles SACLS’ administration and finance.

Dylan is an accomplished thespian and reads everything he can find on history.
